D-6.2: 2nd Bi-annual Progress Report

Period covered: 01.03.2010-28.02.2011

Executive Summary

The basic concept behind the proposal is to create a platform that can bring together the various stakeholders in the area of accessible and assistive ICT with a view of identifying R&D gaps, emerging trends and generating research agenda roadmaps. It aims to identify examples of best practice and to disseminate the collective wisdom of all the relevant actors (both partners from within the project and stakeholders from outside the project) through, meetings, conferences and publications. At the heart of this process will be the Structured Dialogic Design Process (SDDP; previously also known as Interactive Management Co-Laboratory). These interactive meetings, the purpose of which is to generate road-maps that reflect the collective knowledge of the participants, are seen as an effective and realistic way of actively involving all the stakeholders, including researchers from other projects, disability organisations and industrial partners. It is an excellent means of reaching out to researchers and experts from outside the project and is perceived as a realistic way of getting the participation of industrial partners, who are more likely to be willing to commit to such a well-targeted effort.

The major aim of the Coordination Action will be to improve the overall success of Challenge 7 ICT 2009 7.2 ‘Accessible and Assistive ICT’ by drafting a research agenda road-map highlighting research priorities that will favour eAccessibility.

It aims to do this by looking into the wide range issues that play a role in the availability of accessible and ICT from issues related to research and future research priorities, development and design issues, right through to issues relating to making the business case and the adoption or non-adoption of a particular technology or service. It will also investigate both the barriers that hamper the availability of accessible and assistive ICT and the actions that can be taken to enhance availability.
The main achievements over the first six months of the project have been to design the project website and to start engaging with the relevant stakeholders ahead of the first interactive three-day SDDP event to be held during the second 6-month period on the theme of “Technology transfer”.

The main achievements over the second six-month period of the project have been to prepare, organize and run the first of three-day SDDP event in Pafos, Cyprus from which the first CARDIAC roadmap on “Technology transfer” has been drawn up. Preparations have begun for the second such event to be held in San Sebastian during the next period on the theme of “User interaction”.

The expected result of the project is a report containing a series of recommendations and research agenda roadmaps that indicate the short, medium and long term research priorities in the field of accessible and assistive ICT products and services.

Section 1: Project objectives and major achievements


1.1 Overall project objectives
The overall aim of this coordination action is to play a role in helping increase the amount of products and services available on the market in the field of accessible and assistive ICT. The core objective of the project is to advise the European Commission as to where to direct research funding in the short, medium and more distant future within the context of ICT for independent living, inclusion and governance. This is to be achieved through a series of interactive events known as Structured Dialogic Design Process (SDDP), where roadmaps are to be drawn up in consultation with all the relevant stakeholders.

1.2 Objectives for the first year
First six-month period
The main objectives for the first period have been to design the project Website and to initiate the consultative process and begin preparations for the first SDDP interactive event. This first SDDP event is to be held before the end of the first year of the project and is under the responsibility of WP1 “Technology transfer - How to achieve accessibility”.

Second six-month period
The main objectives the second six-month period have been to draw up the first roadmap on the theme of technology transfer (WP1) from the results of the first SDDP event held during this period in Pafos and to begin preparations for the second SDDP interactive event on the theme of user interaction under the responsibility of WP3.

1.3 Main achievements and work performed in first year
First six-month period
The main achievements have been to design the project website and to start engaging with the relevant stakeholders ahead of the first interactive 3-day SDDP event to be held during the second 6-month period on the theme of “Technology transfer”.
A list of relevant stakeholders has been drawn up and the assigned consortium members have made contact and invited the people identified on this list. Being able to get suitable participants from outside the consortium to attend these events is seen as one of the major challenges of the project and much thought and effort has been targeted on this task.

Another achievement has been the organisation, in collaboration with PhoneAbility, of a seminar in London in June on "Smart Living: The Way Forward for Disabled and Elderly People". This seminar has stimulated significant interest in developing a UK roadmap for research on smart living systems for disabled and elderly people.

Second six-month period
The main achievement has been to prepare, organise and run the first SDDP interactive event in order to draw up the first of the CARDIAC roadmaps.

1.4 Summary of deliverables and Milestones for the first year
First six-month period
Apart from this report (D6.1), the only deliverable and milestone to fall within the first six-month period is the project Website, which is to be found at: http://www.cardiac-eu.org.

Second six-month period
The main deliverables and milestones of the second six-month period relate to the first SDDP interactive event, namely, deliverable D1.1 which is the report containing the background information for the event that was distributed to all the participants ahead of the meeting and D2.1 which is the report from the event itself which includes the roadmap generated by this first SDDP co-laboratory in Pafos (D2.1). The only other deliverable due in this period is this 2nd bi-annual progress report (D6.2). The only milestone for this second period is the first SDDP interactive event that was held in Pafos, Cyprus, between the 28th-30th of October 2010.

1.5 Problems and corrective actions
There have no problems or corrective action to report.

Section 2: Workpackage progress for the year

2.1 WP1 Technology Transfer – How to achieve accessibility
First six-month period
The main effort of WP1, under Task T1.3, has been directed towards the organisation of the first 3-day road-mapping event to be held in the next period from the 28th-30th of October 2010 in Pafos, Cyprus. The objective of task T1.1 is to analyse the success or failure of the transfer of technology in the area of ICT and assistive technology, by detailing the processes employed by ICT companies in the successful transfer of products and services to market. 

Some preparatory work on this task was conducted in May 2010, when the CRC met with representatives of Hewlett Packard and the Science Foundation of Ireland (SFI), in an attempt to identify a list of Irish based ICT companies actively involved in the process of technology transfer.  From this meeting, initial contact was made with Enterprise Ireland and the Technology Transfer unit at the National University of Ireland, Galway. 

The result of these contacts has been two-fold; firstly a suggestion was made that CRC in conjunction with representatives from Hewlett Packard, the Science Foundation of Ireland and Trinity College form a committee to identify Irish based companies that have achieved successful technology transfer of accessible or assistive ICT products over the past number of years.  Secondly, a proposal was made that following the identification of such companies or organisations, that these could be invited to a workshop/seminar in order to assist in the process of identifying the factors that led to their success. The findings of this work will form the basis of Deliverable 1.2. The organisation charged with this task is the CRC.

The second task in this Workpackage (T1.2), under the responsibility of FTB, aims to conduct a thorough state-of-the-art study of solutions, models, standards or guidelines that can assist developers or manufacturers of Accessible or Assistive ICT products or services.

During July and August this year, staff at the CRC commenced a short, desk based research project to identify and list appropriate literature for this task.  This information will be passed on to FTB to form a starting point for this ongoing research process.  The outputs from this will be presented in Deliverable D1.3.

The majority of effort for this Workpackage during this period was devoted to task T1.3, the purpose of which is to identify a Triggering Question for WP2 that will assist in the successful production of a Technology Transfer Roadmap using the SDDP methodology.

The process was initiated at the kick-off meeting in Lausanne, Switzerland, where all project partners participated in a process aimed at identifying a list of appropriate stakeholders representative of the Accessible and Assistive ICT industry.  The aim of this process was not only to identify participants for the process of formulating a Triggering Question, but also to establish a list of potential candidates for the Technology Transfer SDDP.

Following identification of a long-list, participants were ranked in terms of their potential contribution to the process as Priority 1 or Priority 2 dependent on their proximity to the industry.

This process was furthered during the summer months with two follow up Teleconferences involving the Knowledge Management Team for the Technology Transfer SDDP (this team was identified during the initial kick-off meeting).  Responsibility for contacting and canvassing the opinions of identified stakeholders was allocated during these conferences and work in this area is ongoing as of the end of August.

The next step under T1.3 will be to formulate the Triggering Question in consultation with the stakeholders and start gathering the responses ahead of the meeting. A CARDIAC Wikispace is to be created for this purpose. The core outcomes of this task T1.3 will form the content for Deliverable 1.1. (Partner responsible: CRC)

The fourth task (T1.4) in this Workpackage involves the analysis of a “sample area” within the industry, i.e., “Smart Living Technologies”. The aim of this analysis is to review current developments in this area and to present ongoing successes or failures faced by this sector of the Accessible and Assistive ICT industry.

During the first six months of this project, partner IIT commenced a thorough literature review process in this area.  The aim of this preparatory work is to identify a body of knowledge and resources that can be assimilated with the Roadmap produced following the SDDP on Technology Transfer planned for Cyprus in October.

The final task in this workpackage, T1.5, will identify and map the technology transfer supports currently available to stakeholders working at all levels of this industry.  Similarly to T1.4 mentioned above, preparatory work has begun in collection data that will be used with the Technology Transfer Roadmap expected after the first SDDP.

Second six-month period
The main progress to report in WP1 during the second six-month period relates to task T1.3. i.e. the successful preparation and organisation of the first SDDP interactive meeting held in Pafos between the 28th-30th of October 2010 (Milestone 1).
A considerable amount of effort continued to be put into identifying and inviting suitable participants for the SDDP. This was an ongoing task right up to the event itself, with every effort being made to replace any participant who pulled out (as some did). The final number of participants who actually attended the meeting was twenty, with two participants pulling out at the last minute. The ideal number of participants for an SDDP event is between 20-25, so the result is within the required range, showing that this considerable effort was well rewarded.

The ongoing consultation with the identified stakeholders continued via a CARDIAC Wikispace, which was especially set-up for the event: http://cyprus-virtual-sdd-cardiac.wikispaces.com.

The Wikispace was first of all used to as a means of consulting and interacting with the stakeholders regarding the selection of the Triggering Question itself. By mid-October, after several phases, the following Triggering Question was selected “What mechanisms would ensure successful technology transfer in accessible and assistive ICT products and services?“. This Triggering Question was to form the basis for the generation of the roadmap on technology transfer. All these contributions along with the background information on technology-transfer and on the SDDP methodology itself were then drafted into deliverable D1.1 that was distributed ahead of the meeting to all the participants via email, the Wikispace and the CARDIAC Website.

The Wikispace was then used to collect initial responses and clarifications to this triggering question ahead of the meeting in Pafos. It also gave the opportunity for stakeholders not able to attend the meeting to give some input into the process.
After the SDDP meeting the Wikispace was used to collect further clarifications and analysis on the ideas to be found in the lower half of the technology transfer roadmap generated.

All this material, along with the roadmap itself will form part of deliverable D1.3 ”Available systems and services supporting developers to achieve accessibility” due in month 36.

2.2 WP2 Road-mapping
First six-month period
The main activity of WP2 during this first six-month period has been to support WP1 in preparing for the first road-mapping event to be held in Cyprus from the 28-30th of October 2010 (Task 2.1).

The work has included participating in the Knowledge Management Team (KMT) discussions, setting up a virtual task management system using a commercial software named Basecamp for support and exchange of emails and making initial preparations to set up a CARDIAC Wikispace for gathering input from the stakeholders ahead of the SDDP meeting. Additional work has included all the practical organisation of the October 2010 meeting, which is to be held in Pafos, Cyprus. An information package, containing all the practical details and schedule for the event has been prepared and distributed to all the potential participants.

An additional task undertaken, that is not included in the DOW, has been to initiate and organise a virtual SDDP amongst the consortium members to identify the major risks to the project. The objective is not only to identify possible risks that could compromise the project, but moreover to create a roadmap of risks and challenges and take practical measures to address potential complications. Furthermore, the virtual SDDP aims to re-familiarise all the consortium members with the SDDP methodology itself. Finally, it will also give the consortium valuable information and feedback as to whether it is possible to run parts of the structured dialogue process, capitalizing on virtual technologies.

An internal CARDIAC Wikispace has been set up for this purpose and initial risk factors have been collected. The virtual SDDP is to be run during the second 6-month period.

No work has yet been undertaken under tasks T2.2 and T2.3 (years 2 and 3 of the project).

Second six-month period
The main activity of WP2 during this second six-month period has been to continue supporting WP1 in preparing for the first road-mapping event and to run the actual event itself, which was held in Pafos, Cyprus from the 28-30th of October 2010 (Task 2.1).

This first SDDP meeting was the milestone event of the first year of the project and no efforts were spared in make the event a success. The venue was carefully selected to ensure all the required support for running the event was available, support was given in indentifying and inviting suitable participants whilst providing all the necessary information, both logistical and information relating to the SDDP methodology.

There are no deviations to report in WP2 from Annex I of the DOW.

2.3 WP3 Inclusive Human-Machine Interaction

The activities in WP have been focused on the following tasks:

UPV-EHU, the partner responsible for task T3.1, has begun compiling the state-of-the art on inclusive HCI. The main focus of this work is on user modelling and user adapted interaction methodologies. Tools for the design of adaptive multimedia interfaces are also a major field of interest. ICS-FORTH has been collaborating in this task. The results are expected on April 15, 2011.

ICS-FORTH, the partner responsible for the task T3.2, has been leading the activity of reviewing the advancements in inclusive HCI from European projects. The goal is to elaborate a catalogue of HCI methodologies and tools developed and/or used by past and current European projects in the e-accessibility area. UPV-EHU is collaborating within this task which is due to be completed on April 15, 2011.

No work has been undertaken during this period on T3.3, as this task has to take into account the results from T3.1 and T3.2.

SMH, the partner responsible for Task T3.4 has begun initial preparations in collaboration with the partner UPV-EHU for the second road-mapping event to be held during the second year of the project in Spain. A Knowledge Management Team (KMT2) was set up at the kick-off meeting in March 2010. The role of this management team will be to identify and consult with the relevant stakeholders, define the Triggering Question for the road-mapping event and invite all the participants.

2.4 WP4 Network-based Applications
Initial work has started on the state-of-the art study (task T4.1)  and initial preparations have been made for the third road-mapping event to be held during the third year of the project (task T4.2).

There are no deviations to report from Annex I of the DOW.

Work has begun on State-of-the art studies about network services and applications under the responsibility of the partner CNR. Initial preparations have begun for the third road-mapping event to be held during the third year of the project in Florence. A Knowledge Management Team (KMT3) was set up at the kick-off meeting in March 2010. The role of this management team will be to identify and consult with the relevant stakeholders, define the Triggering Question for the road-mapping event and invite all the participants.

2.5 WP5 Dissemination
The main activities in WP5 have focused on setting up the CARDIAC Website (Deliverable D5.1 and Milestones MS1) and assisting the consortium reach out to the relevant external stakeholders. The deliverable D5.1 and the Milestone MS1 were completed on time.

A project website has been set up at www.cardiac-eu.org which is in accordance with WAI guidelines (Task 5.1).

The website includes:
(a)  The aims and objectives of the CARDIAC project.
(b)  Current and recent projects relating to accessibility of information and communication technology (ICT).
(c)  Guidelines for making ICT systems and services accessible.
(d)  Standards relating to the accessibility of ICT systems and services.

The existence of this new website is being publicised; during the month of July the website had visitors from 45 countries.
 Seminar was held in June 2010 in London, in collaboration with PhoneAbility, on "Smart Living: The Way Forward for Disabled and Elderly People".  The seminar was well attended, and included speakers representing the main UK funding bodies for research on smart living.  This seminar was the first opportunity for the Coordinator of the project, EPFL, to present the project and exchange information with outside stakeholders. Gunela Astbrink of GSA Information Consultants participated at the ARATA (Australian Rehabilitation and Assistive Technology Association) conference held in Hobart, Australia between 11 and 13 August 2010. This brought together experts from Australia and internationally to discuss the latest technologies to

T5.5 At least one member of the consortium will be expected to participate in the major eAccessibility/AT events and other relevant events.

The events identified for the next 6-month period are:

  • ICT 2010 in Brussels, 27-29 of September 2010
  • NPII/GPII Meeting hosted by the European Commission on the 29th- - 30th of September, 2010 in Brussels.
  • AAATE Workshop 2010 “AT – technology transfer” in Sheffield, 4-5 October 2010, where Bryan Boyle will be presenting a paper on behalf of CARDIAC
  • 1st AEGIS international Conference in Seville, where Patrick Roe will be presenting a paper on behalf of CARDIAC
  • Roadmap meeting in London hosted by BRE (Building Research Establishment) on the theme of smart living systems
  • The partner Smart Homes will present the CARDIAC project in their stand on the exhibition on smart home technology and smart living, which is to be hosted by Smart Homes. The exhibition will take place 17th and 18th of November in Eindhoven, The Netherlands.
  • EDeAN (European Design for All e-Accessibility Network) National Contact Centres to take place in Dublin, Ireland on 26th November 2010.
  • Universal Design Challenge organised by the Centre for Excellence in Universal Design – National Disability Authority, Ireland, on 26-27 November 2010.

3 WP6 Project management during the period

Consortium management tasks and achievements
The main management tasks over the first period of the project have been concentrated on ensuring a smooth and efficient start to the project whilst focusing the effort on ensuring the first two major deliverables of the project in the first year remain on track:

  • The project Website
  • The first SDDP road-mapping event to be held in Cyprus, between the 28-30th of October 2010

Other management tasks have included ensuring all the contracts and subcontracts have been signed by all the parties and passed on to the European Commission where necessary as well as receiving and passing on the pre-financing payment from the European Commission.

Problems which have occurred and how they were solved or envisaged solutions;
No problems have been encountered in the first period of the project.

Changes in the consortium
There have been no changes to the consortium

List of project meetings, dates and venues
The kick off meeting was held on the 11-12th of March 2010 in Lausanne, Switzerland and was organised by LEMA-EPFL, the Coordinator of the project. All thirteen partners of the project attended the kick-off meeting.

The second CARDIAC Meeting was held on the 27th of October 2010 in Pafos, Cyprus ahead of the 3-day road-mapping event held in Pafos from 28th-30th of October 2010.

The third CARDIAC Meeting is scheduled for the 27th of June 2011 in San Sebastian, Spain,  ahead of the second 2-day road-mapping event.

Project planning and status
The main event in the next period, to which much of the attention of the partners will be focused over the coming months, will be the second SDDP road-mapping event to be held in San Sebastian, Spain on the theme of “User interaction”. The preparation of this event is under the responsibility of WP3 with the event itself being run by partner CNTI, the leader of WP2 (Road-mapping WP).

Impact of possible deviations from the planned milestones and deliverables
There have been no deviations in the planned deliverables and milestones.

Any changes to the legal status of any of the beneficiaries
There have been no changes to the legal status of any of the beneficiaries.

Development of the Project website, if applicable;
The project website has been developed according to plan and was delivered on time (month 3). This is an essential tool for the visibility of the project as well as a means to communicate future deliverables and results.

Other tools used by the partners to coordinate the work include, standard email exchange, the management software Basecamp, Skype calls and teleconference calls.

An internal Wikispace has been set up to organise a virtual SDDP amongst the consortium members to identify the major risks to the project. The objective is both to identify the major risks the project and create a roadmap of risks and challenges and to re-familiarise all the consortium members with the SDDP process itself. It should also give the consortium valuable information and feedback as to whether it is possible to run part of the SDDP process in this ‘virtual’ way. The virtual SDDP is to be run during the first part of second 6-month period and a roadmap of risks and challenges to the project is expected mid-October ahead of the second CARDIAC meeting.

Special Advisory Board

Initial contact has been made with the five member of the Special Advisory Board identified in the DOW. The main role of the members of the advisory board will be to:

  • suggest participants for the road-mapping events.
  • participate remotely in the preparation of the roadmap meetings via the CARDIAC Wikispaces
  • Review the roadmaps and deliverables and make suggestions
  • Potentially Participate in some of the road-mapping events.

 

It is foreseen to invite further members to join the advisory board in order to have a broad spectrum of members and thus widen the consultation process.

Sub-Contracting arrangements if applicable
As planned in the DOW, a subcontract has been signed between partner 3, CNTI and an Australian sub-contractor GSA Information Consultants. The main tasks of GSA Information Consultants will be in WP2 Road-mapping and WP5 Dissemination:

Workpackage 2 - Road-mapping

T2.1 Organise and run a Structured Dialogic Design Process (SDDP) meeting for WP1, to produce a technology transfer roadmap and prepare the materials including the analysis of the preliminary contributions.

Workpackage 5 – Dissemination

T5.5 At least one member of the consortium will be expected to participate in the major eAccessibility/AT events and other relevant events.

A first payment of 3’600 EURO was due on the 31st of August 2010, corresponding to 40% of the overall amount of the contract.

7. Conclusions

The project has got off to a steady start with all the tasks running according to schedule. Preparations are well underway for the first SDDP event to be held in the next 6-month period. This will be the first major challenge and milestone of the project and every effort will be made over the coming months to ensure this first road-mapping event is a success.
